The failure to prosecute them under hate crimes legislation followed a parliamentary committee decision of June that year not to advance for further consideration draft legislation increasing accountability for hate crimes, including those based on gender identity and sexual orientation, despite the fact that incidences carried out by members of far-right groups remain high.
