Whilst there are increasingly effective programs in some schools, including in some Roman Catholic schools (which, under a Vatican Concordat, are not obliged to provide any sex education), sex education can be inconsistent. This may be at least in part as a result of the failure of government guidelines on sexuality and relationships education, last issued in 2013, to set an obligatory syllabus, thereby leaving the teaching of the subject open to interpretation. As a result, inappropriate materials are reportedly still used, including, albeit now rarely, the discredited 1984 anti-abortion video “The Silent Scream”. Furthermore, there have been instances in which anti-abortion groups have been given a platform to contribute to sex education classes by school officials without pro-choice advocates being afforded the same opportunity.
